Scope: This standard applies to civil aviation equipment, establishes the basic provisions for organizing work on the repair of aviation equipment and applies to civil aircraft registered: 　——in the State Register of Civil Aircraft of the Russian Federation, with the exception of civil aircraft in respect of which the functions of issuing certificates of airworthiness have been transferred to a foreign country in accordance with Article 83 bis of the Convention on International Civil Aviation; 　——in the registries of foreign states that have transferred to the Russian Federation the functions of issuing airworthiness certificates in accordance with Article 83 bis of the Convention on International Civil Aviation
