Scope: This standard establishes a classification of relay protection and automation functions (hereinafter referred to as RPA) in the electrical power system. This standard applies to authorities, the system operator and subjects of operational dispatch control in technologically isolated territorial electric power systems, subjects of the electric power industry and consumers of electric energy who own, by right of ownership or other legal basis, electric energy production facilities, electric grid facilities and (or) power receiving installations, regardless of the types, power and voltage class of electric power facilities, energy receiving installations and the form of ownership of them, organizations carrying out activities in the development, production, creation, modernization, adjustment, operation of relay protection and automation systems and devices, development of regulatory, instructional, technical documentation for relay protection and automation, design and research organizations
