This standard establishes requirements for the organization and implementation of remote control of active and reactive power of generating equipment of wind and solar power plants (hereinafter referred to as RES power plants) from dispatch centers of the subject of operational dispatch control in the electric power industry, including defining:
——general requirements for the organization and implementation of remote control of active and reactive power of generating equipment of RES power plants;
——requirements for remote control commands for active and reactive power of generating equipment of RES power plants;
——functional requirements for automated control systems for technological processes of renewable energy power plants for remote control of active and reactive power of generating equipment;
——requirements for organizing and conducting checks of readiness for remote control of active and reactive power of generating equipment of renewable energy power plants from dispatch centers of the subject of operational dispatch control in the electric power industry. This standard does not regulate the procedure for issuing remote control commands to dispatch personnel of the subject of operational dispatch control in the electric power industry, as well as the order and sequence of switching in electrical installations. The requirements of this standard do not apply to the procedure for performing remote control functions of electrical grid equipment and relay protection and automation devices, including from dispatch centers of the subject of operational dispatch control in the electric power industry and control centers for wind (solar) power plants, as well as to the procedure for implementing remote control functions active and reactive power of generating equipment of renewable energy power plants from control centers of wind (solar) power plants. The provisions of this standard regarding remote control of active and reactive power of generating equipment of wind power plants apply only to wind power stations. The generating equipment of photovoltaic solar power plants in this standard refers to a set of photovoltaic modules (batteries) and corresponding DC-DC converters (inverters). This standard is intended for organizations engaged in operational dispatch control in the electric power industry, organizations that are owners or other legal owners of RES power plants with an installed generating capacity of 5 MW or more, organizations engaged in design, construction, reconstruction, modernization and technical re-equipment of RES power plants, as well as activities for the design, development, manufacture, installation, commissioning, operation and testing of automated process control systems for renewable energy power plants, automated process control systems for control centers of wind (solar) power plants. The requirements of this standard must be taken into account when designing, constructing, reconstructing, modernizing and technically re-equipping RES power plants, creating (upgrading) automated process control systems for RES power plants, automated process control systems for wind (solar) power plant control centers (if such centers are created), as well as in the development of technical, including instructional and operational, documentation for renewable energy power plants, control centers for wind (solar) power plants and dispatch centers of the subject of operational dispatch control in the electric power industry
