Scope
This standard establishes requirements for the organization and implementation of remote control from dispatch centers of subjects of operational dispatch control in the electric power industry of electrical grid equipment and relay protection and automation devices at electric power facilities, including defining:  ——requirements for the organization of remote control of electrical grid equipment and relay protection devices and automation at substations, power plants (individual switchgears of substations, power plants), distribution points, switching points;  ——principles of distribution of remote control functions between dispatch centers of the subject of operational dispatch control in the electric power industry and network control centers of a network organization, control centers of wind (solar) power plants, structural divisions of electrical energy consumers who own electric grid facilities by right of ownership or other legal basis and not providing services for the transmission of electrical energy, which carry out the functions of technological management and maintenance in relation to power transmission lines, equipment and devices of electric grid facilities belonging to such consumers (hereinafter in the text, unless clarification is required, collectively referred to as the “control center”), in relation to electric power facilities , the equipment and devices of which relate to dispatching objects;  ——requirements for an automated control system for technological processes of a substation, power plant, distribution point, switching point for remote control of electrical network equipment and relay protection and automation devices;  ——minimum necessary functional and technical requirements for microprocessor-based relay protection and automation devices, which provide the ability to remotely control the functions of relay protection and automation devices;  ——requirements for organizing and conducting checks of readiness for remote control from dispatch centers of the subject of operational dispatch control in the electric power industry and control centers. This standard does not regulate the order and sequence of switching in electrical installations, as well as the procedure for performing remote control functions of electrical network equipment and relay protection and automation devices from control centers. The provisions of this standard regarding remote control of electrical grid equipment and relay protection and automation devices of wind power plants apply only to wind power stations. The provisions of this standard, which establish requirements for remote control in relation to network control centers of network organizations, also apply to structural divisions of electric energy consumers who own electric grid facilities by right of ownership or other legal basis and do not provide electric energy transmission services that perform the functions of a technological management and maintenance in relation to power transmission lines, equipment and devices of electric grid facilities belonging to such consumers, with the exception of structural divisions of a single economic entity and other owners of railway transport infrastructure performing functions of operational and technological management in relation to the contact network of electrified railways and other owned by such subjects of power grid facilities that make up the railway transport infrastructure. This standard does not regulate the procedure for organizing and implementing remote control in relation to the contact network of electrified railways and other electrical grid facilities that make up the railway transport infrastructure. This standard is intended for subjects of operational dispatch control in the electric power industry, organizations that are owners or other legal owners of electric energy (power) production facilities and (or) electric grid facilities (hereinafter referred to as electric power facilities) with the highest voltage class of 110 kV and above, organizations engaged in design, development, manufacturing, installation, commissioning, operation and testing of remote control systems. The requirements of this standard must be taken into account when designing, constructing, reconstructing, modernizing and technically re-equipping electric power facilities with the highest voltage class of 110 kV and above, creating (upgrading) automated process control systems of control centers (if such centers are created), automated process control systems electric power facilities with the highest voltage class of 110 kV and higher, as well as in the development of technical, including instructional and operational, and regulatory documentation for electric power facilities, control centers and dispatch centers of the subject of operational dispatch control in the electric power industry
