This part of IEC 61851 applies to charging equipment inside and outside electric road vehicles at standardized AC voltages (according to IEC 60038) up to 1000 V and DC voltages up to 1500 V, and to the power supply of all additional operating functions on the vehicle required when the vehicle is connected to the power supply. Electric road vehicles (EVs) are all road vehicles, including plug-in hybrid electric vehicles, that obtain all or part of their energy from vehicle batteries. The aspects covered include the characteristics and operating conditions of the power supply equipment and the connection to the electric vehicle (EV); the electrical safety of operating personnel and third parties; and the specifications that the vehicle must meet with respect to the AC/DC electric vehicle power supply equipment (EVSE) only when the electric vehicle is grounded. This standard also applies to EVSEs with on-site energy storage capability. Requirements for special vehicle connectors, couplings, plugs, and sockets for electric vehicles are contained in IEC 62196-1:2003. Standard sheets for vehicle couplings and vehicle connectors are in preparation. These will be included in a separate part of the IEC 62196 standard. This standard does not cover all safety aspects related to maintenance. This standard does not apply to trolleybuses, rail vehicles, industrial transport vehicles, or vehicles that are primarily used off-road.
