GB/T 18391 specifies the type and quality of metadata required to describe data, and the management and use of metadata in a metadata registry system. This International Standard is used to formalize the representations, concepts, meanings, and relationships of data so that they can be understood by both humans and machines, regardless of the institution that produced the data. This International Standard does not apply to the physical representation of data in bits and bytes at the machine level.
