IEC 61557-12 specifies the requirements for energy metering and monitoring devices (PMDs) used to measure and monitor electrical energy (and optionally other external signals) in power distribution systems. These requirements also define the performance of PMDs in single-phase and three-phase AC or DC systems with rated voltages up to 1000V AC or 1500V DC. These devices can be stationary or portable and are designed for indoor and/or outdoor environments. The energy metering and monitoring devices (PMDs) defined in this document provide additional safety information to help verify installation and improve the performance of distribution systems. Furthermore, this document specifies the requirements for measurement functions used to meter and monitor electrical parameters known as energy metering and monitoring functions (PMFs), which can be embedded in devices that are not PMDs and whose primary function is not energy metering and monitoring (EPMFs). See Annex H for the requirements of energy metering and monitoring functions (PMFs) and additional requirements for devices with embedded energy metering and monitoring functions (EPMFs). The energy metering and monitoring devices (PMDs) described in this document are for general industrial and commercial applications. Electricity metering and monitoring devices (PMDs) may be associated with sensing devices, including but not limited to instrument transformers conforming to the IEC 61869 series or converters conforming to IEC 60688. This document does not cover functional safety and cybersecurity. This document does not apply to: electricity metering devices conforming to IEC 62053-21, IEC 62053-22, IEC 62053-23 and IEC 62053-24; measurement and monitoring of electrical parameters as defined in IEC 61557-2 to IEC 61557-9 and IEC 61557-13 or IEC 62020; power quality instruments (PQIs) conforming to IEC 62586 (all parts); and instruments conforming to IEC 60051 (all parts) (direct-acting analog electrical measurement instruments).
