The document applies to rolling stock and networks operating on heavy railways with varying track gauges. Other vehicles and networks are excluded from its scope, although the rules may be applied to them with appropriate modifications and under mutual agreement regarding the division of responsibilities between rolling stock and infrastructure. The document does not apply to “S” and “T” gauges when the track gauge is 1,520 mm.
